Inclusive digital economies: Case studies for policymakers

Project Description

Digital transformation is an important driver of economic growth. To support the development of strategies and policy reforms that can create digital economies that are more inclusive, the Griffith Asia Institute and its partners are actively identifying, developing and promoting case studies from the Asia-Pacific region which demonstrate practical examples of successful interventions.

Outcomes to Date

To date (July 2023) the project has produced 22 case studies on digital economy interventions implemented, relating to 19 individual countries across the Asia Pacific region. The case studies are each constructed around one of the four pillars of UNCDFs Inclusive Digital Economy Scorecard and their respective subcategories, allowing policy makers to easily filter by the topic they have identified as needing development in their own countries.

Each study provides an overview of a single intervention, the impact upon the receiving communities and lessons learned, so that policy makers can learn from the experiences of regional peers. They also detail key implementing partners so that policy makers may easily go directly to the source agency should they wish to gain further information.

Project Significance

Digital transformation is an important driver of economic growth across the Asia-Pacific region. However, as the rate of digitalisation continues to increase, people at the base of the economic pyramid (BoEP) are often left marginalised with limited capabilities to engage and benefit from the digital economy effectively.
As part of its “Leaving No One Behind in the Digital Era” global strategy, the United Nations Capital Development Fund (UNCDF) has developed the Inclusive Digital Economy Scorecard (IDES) as a strategic performance and policy tool to support countries with the creation of inclusive digital economies. The IDES has four main pillars through which a country’s scorecard is generated:
• Policy and Regulation
• Infrastructure
• Innovation
• Skills

In support of this strategy, the Griffith Asia Institute (GAI ), in partnership with the Foundation for Development Cooperation (FDC), has collaborated with UNCDF to identify case studies from the Asia-Pacific region that demonstrate practical examples of interventions that have successfully contributed to the development of more inclusive digital economies. These case studies are available below, with more being added to the database regularly. These case studies provide a resource for policy makers in the development of their own digital strategies.
